जेसीज भनेको के हो ? यो प्रश्नको जवाफ दिन जेसीजका पुराना सदस्यहरुलाई खास कठिन हुँदैन तर नयाँ सदस्यहरु जेसीजको सदस्यता नलिएका समाजका विभिन्न क्षेत्रका मानिसहरुमा जेसीजको अवधारणाको सम्बन्धमा अन्यौल रहेको पाईन्छ । कहिले काँही जेसीजका कार्यक्रमहरुमा प्रमुख अतिथिको रुपमा पाल्नु हुने समाजका विशिष्ट व्यक्तित्वहरुले र जेसीजका व्यक्तित्वहरुले पनि जेसीजलाई सामाजिक संस्थाको रुपमा लिएको पाईन्छ । वास्तवमा जेसीज सामाजिक संस्था हो वा होइन भन्ने प्रश्न उठ्छ र होइन भने के हो ? अन्य अन्तर्राष्ट्रिय गैर सरकारी सामाजिक संस्था र जेसीजमा के फरक छ ? यस्ता प्रश्नहरु निरन्तर रुपम उठ्दै आएको छ । यी सवालहरु अति महत्वका छन किन भने जवसम्म हामी यो संस्थाको परिचय वा अवधारणाको सम्बन्धमा स्पष्ट हुँदैनौ तब सम्म यस संस्थामा लागेको कुनै अर्थ हुदैन । कारण अवधारणा नबुझिकन यस संस्था भित्र हामी हाम्रो व्यवहार सुनिश्चित गर्न सक्दैनौं । मार्गनिर्देशन लिन सक्दैनौं । संस्थाको सम्पूर्ण क्रियाकलापलाई संस्थाको मूल उद्देश्यले डोयाउने गर्दछ ।
माथिको विवेचनाबाट यो महान् संस्थाको स्थापना तथा विकास के कसरी भएको हो भन्ने सम्बन्धमा यसको ऐतिहासिक पृष्ठभूमि जान्ने खुल्दुली हुनु स्वाभाविक नै हो । जेसीजको ऐतिहासिक पृष्ठभूमिको चर्चा गर्दा आज भन्दा १०१ वर्ष पहिले सन् १९१० को घटनालाई बिर्सिन सकिदैन । आज भन्दा १०१ वर्ष पहिले संयूक्त राज्य अमेरिकाको मिसौरी राज्यमा पर्ने सेन्ट लुइस भन्ने शहरको परम्परागत सांस्कृतिक नृत्य लोप हुने अवस्थामा पुगेको थियो । यस कुराले हेनरी गिसनवियर भन्ने एक जना यूवकलाई चिन्तित तुल्याएको थियो । त्यस यूवकले केही गर्नु पर्छ भन्ने दृढ निश्चय गरी सन् १९१० मा आफ्नो साथीहरुसंग मिली परम्परागत नृत्यशैलीलाई बचाउने उद्देश्य लिई Herculaneous dance Club भन्ने संस्थाको स्थापना गरे र दत्तचित्त भई त्यसमा लागि परे ।
महान् उद्देश्य लिएको यस महान् संस्थाको सदस्यता लिन धर्म, जात, लिंग आदिकुनैबाधा अवरोध छैन । यसको सदस्यता प्राप्त गर्न एकमात्र पूर्व शर्त राखिएको छ । त्यो हो उमेरको हद १८ वर्ष ४० वर्षसम्मको उमेरको कुनै पनि व्यक्तिले यसको सदस्यता प्राप्त गर्न सक्दछ । यसको कुनै पनि शाखाको सदस्यता लिने व्यक्तिले व्ऋक्ष् को सदस्यको मान्यता प्राप्त गर्दछ ।
आज वर्तमान परिप्रक्ष्यमा यसको अत्याधिक महत्व छ । युवाहरुलाई उपलब्ध गराई उनीहरुको अन्र्तनिहित प्रतिभाको प्रष्फुटन गराई सकारात्मक परिवर्तन गरी सक्षम एवं योग्य नागरिक बनाउने अभियानको नाम जेसीज हो ।
जेसीज आस्थाको व्याख्या
हामीलाई विश्वास छ,
कि ईश्वरमा आस्था मनुष्य जीवनलाई सार्थकता
एवं उद्देश्य प्रदान गर्दछ ,
कि मनुष्यको बन्धुत्व भावना राष्टहरुको प्रभुसत्तादेखि सर्वोपरि छ,
कि आर्थिक न्यायको सर्वोत्तम उपलब्धी स्वतन्त्र
कि बसुधाको महान निधि मानव व्यक्तित्वमा निहित छ,
मनुष्यको व्यवसायीक स्वतन्त्रताद्धारा हुन सक्दछ,
कि शासन व्यक्तिको होईन विधिको हुनु पर्दछ,
प्रत्येक, जेसी आफ्नो विवेक अनुसार यस आस्थाको व्याख्या गर्न पूर्ण स्वतन्त्र छ, मेरो भनाईमा यसको जस्तो अर्थ लाग्दाछ त्यस्को व्याख्या मैले गर्नु पर्दा म आफ्नो लागि मात्र बोलिरहेको हुन्छु ।
कि मानवताको सेवा जीवनको सर्वोत्तम कार्य हो ।

हामीलाई विश्वास छ ।
यी शब्दहरुमा आस्थाको अभिव्यक्ति सशक्त रुपले मुखर भएको छ । स्वतन्त्र विश्वका कमजोरीहरुमा यसले आफ्नो मुल सिद्धान्तहरु प्रति आफ्नो विश्वास दिलाउन नसक्नु हो । मैग्नाकार्टा लेख्ने, युरोपमा सामन्तवादको नाश गर्ने र उपनिवेशबाट स्वतन्त्रता सत्तामा उठ्नो व्यक्तिहरु आज स्वतन्त्रताको निम्ति संधर्ष जितिसकेको झैं व्यवहार गर्दछन् । तर प्रजातन्त्रमा विश्वास गर्नु यसको आस्थामा बाँच्नु र काम गर्नु हो । जसबाट सबैले स्वतन्त्रता के हो भन्ने कुरा थाहा पाउन सकुन् । सबैले स्वतन्त्रता के हो भन्ने कुरा थाहा पाउन सकुन । यदि हामी स्वतन्त्रता खोज्नेहरु निर्भय भएर उभिन्छौ र यदि राम्रो विश्वको निर्माणकार्यमा साहसपूर्वक अधि बढ्छौ भने स्वतन्त्र मानवको आवाज राष्ट्रमा गुन्जनेछ र मानिसहरुले सुन्ने छन् । तर पहिले हामीले आफैमा विश्वास गर्नु पर्छ ।
ईश्वरमा आस्था मानव जीवनलाई सार्थकता एवं उद्देश्य प्रदान गदेछ ।
युगौं देखी मानवले ब्रम्हाण्डमा स्रष्टा शक्तिको अस्तित्व रहेको आभास गर्दै आएको छ । कैयन धार्मिक संगठन र प्राकृतिक घटनाहरुका व्याख्याहरु मानव र स्रष्टा सम्बन्धको व्याख्या गर्न विकसित भए । समय र दुरी अनन्त हुन् मानव मस्तिष्कले तिनलाई नाप्न सक्दैन तर आत्मालाई भने यिनले सीमित गर्न सक्दैन ।
सोचाई संग दांज्न सकिने अर्को कुनै यन्त्र हाला? विभिन्न धार्मिक पुष्ठभूमि भएको जेसीजको सदस्यबाट साझा आस्थाको एकता बाँधिएका छन् (उस्को) ईश्वरको ईच्छामा मानव जीवन निर्भर छ, मानवकालागि ईश्वरको सदिच्छा रहेको छ र श्रेष्ठ जीवन यापन गर्न उनको चिन्तन र विचार अनुरुप गर्नु पर्छ ।
मनुष्यको बन्धुत्व भावना राष्ट्रहरुको प्रभुसक्ता देखि सर्वोपरि छ ।
हिजो र भोलि जोड्ने जीवनको श्रृङ्खलामा आफुलाई कडीको रुपमा हेर्न मानिसलाई गाह्रो छ । आफ्नो समय स्थान र कार्यहरुलाई महत्व दिएर हेर्नु उसको लागि स्वभाविकै देखिन्छ । तर शताब्दियौं देखी इतिहासको धारा जसरी प्रवाहित हुंदै गएको देखिन्छ त्यसबाट यस्तो देखिएको छ कि मानव सभ्याताहरु आए र गए , साम्राज्यहरु पनि माथि उक्ले र तर खसेर विलए भए । मानव निर्मित सीमा कोरिए र मेटिए जस्ले मानवजाति विभिन्न राष्ट्रहरुमा टुत्र्mयाए र तर यस्ता अप्राकृतिक सीमानान भए पनि कला, विज्ञान, वाणिज्य र धर्मको क्षेत्रमा रहेको पारस्परिक संसर्गले मानव जातिको विश्वव्यापी भातृत्वतिर डो्याउंछन् र यस कुराको प्रमाण मानव स्वयं हो, उसको क्षेत्रीय विभाजन हैन । सर्वतन्त्रात्मक मुलुकहरुमा संप्रभुत्व एक वा केहि व्यक्तिहरुमा मात्र रहेको हुन्छ । तर प्रजातन्त्रवादी व्यवस्थामा नागरिकहरु सरकारका विभिन्न अ¨लाई याथोचित शक्ति प्रदान गर्छन् । जुन मुल रुपमा नागरिकमै निहित हुन्छ ।
आर्थिक न्यायको सर्वोत्तम उपलब्धि स्वतन्त्र मनुष्यको व्यवससायिक स्वतन्त्रताद्धारा हुन सक्दछ ।
मानव ईतिहासको अवलोकन गर्दा श्रेष्ठ जीवनको शिखर तिर उक्लने त्रममा विशिष्ट उन्ततिका आयामहरु पार गरेको कुरा देख्दछौ । जहाँ आर्थिक उन्नति सबभन्दा बढि राम्रोसँग गरेर आफ्नो ऐश्वर्य वृद्धि गर्ने सपना साकार गर्ने स्वतन्त्रता पाएको देखिन्छ । यसो गर्न उत्कृष्ट योग्यता र विशाल साहस चहिनछ । कैयौंले आँटे र सकेन्न् तर उक्तम उन्नतिको बाटो खोल्ने रचनात्मक प्रतिभाको निर्माण गर्ने उपाय यहि देखिन्छ । व्यक्तिगत सप्ररणको यो तत्व नै आजको हाम्रो जीवनको उच्च स्तरको भविष्यमा उन्नति गर्ने आशाको आधार हो । तर विश्वका विभिन्न भागमा ठाउँ र अवस्था सुहाउने गरी स्वतन्त्रनउद्योगद्धारा आत्म विश्वास गर्ने यो प्रणलीलाई व्यवस्थित गर्न सकिन्छ । स्वतन्त्रताको उन्मसिद्ध अधिकार राज्य प्रदात्त भिक्षासँग न साटेरै पनि मानवले अभाव र दुःख नभएको नयाँ संसारको निर्माण गर्न सक्दछ ।
शासन व्यक्तिको होईन विधिको हुन पर्दछ ।
स्वतन्त्र समाजमा मुल कानुन नागरिकहरुबाट प्रदप्त हुन्छ र नागरिकहरुमा नै मुल अधिकार पनि निहित हुन्छ । उनिहरुको कानुन नै संबिधान हो जुन सरकारको आधार रुपमा रहन्छ र उसलाई नागरिकहरुले मात्र बदल्न सक्दछन् । यस्तो व्यवस्थालाई हामी कानूनको सरकार भन्दछौ । तर कैयौ मुलुकहरुमा संवैधानिक सरकारको मुकुन्डो रहेको तर वास्तवमा व्यक्तिगत शासन चलाएको देखिएको छ । निजामति र फौजदारी कानून नागरिकहरुलाई सहमति विना नै बदलिन्छन् नागरिकहरुको स्वतन्त्र चुनाव गर्ने र उत्पीडनबाट मुक्त हुने अवसर समेत हुन्न कानूनको उचित सदुपयोग गरेर जीवन र सम्पत्ति खतरामा पारिएको देखिन्छ । नागरिकहरुको सहमति विना कर लादिन्छ, उनीहरुको आज्ञा अनुसार बाँच्छन् काम गर्दछ् र सतय र मिथ्या के हो त्यो स्वीकार गर्न बाध्य हुन्छन् । कानूनी सरकारलाई काम, अध्ययन र नागरिक सेवा गरेर शक्ति पिपासु व्यक्तिहरुको खोक्रो लालचको प्रतिरोध गरेर नै हामी राम्रो विश्व बनाउन सक्छौ र हाम्रा संस्थाहरु तब मात्र बाँच्ने छन् ।
बसुधाको महान निधि मानव व्यक्तित्वमा निहित छ ।
बास्तवमा कैयन बुद्धिमान पुरुषहरुले संसारको भौतिक सुख सम्पदाको वास्ता नगरेर पनि कला, साहित्य संगीत, विज्ञानको क्षेत्रमा स्थायी निधिको क्षेत्रमा अतुलनीय योगदान गरेका छन् । युगौदेखि मानवीय अभिभारा प्रयत्नबाट प्राप्त भएका यी अभौतिक बस्तुहरुको संग्रह मानवको अमूल्य निधि भएको छ । जसमा वषौ पिच्छे केही थपिदै जान्छ । यसमा खिया लाग्दैन, विग्रन्न, धट्दैन न त यो नासिन्छ यसले जाति, धर्म, वर्ग र पदको पनि मतलब राख्दैन । वास्तविक निधि त मानिसहरुकै ह्दयमा संचित रहेको हुन्छ । मानवीय व्यक्तित्वको विकास गर्न हामीमा विश्वास रहेको हुन्छ । परिमाण अथवा आयुको लम्बाई ले जीवनलाई यसको महत्व दिने हैन, जीवनको महत्व त यसको स्तर मानवीय प्रगतिमा पाएको सफलतामा निर्भर गर्छ ।
मानवताको सेवा नै जीवनको सर्वोत्तम कार्य हो ।
आफ्नो जीवनगत पेशा छान्नु हाम्रा सबभन्दा महत्वपुर्ण निर्णयहरु मध्ये काम हो । ठीक काममा लागेको राम्रो कार्यकर्ता समाजको निधि र स्वतन्त्र व्यवस्थाको आधाशिला हो । निस्वर्थ जीवनको ऐश्वर्य गहनता र पूर्णतामा वृद्धि हुँदै जान्छ । यस्तो जीवनमा आनन्दको स्थायित्व र मानसिक शान्तिको निश्चयता बदी हुन्छ । यस्तो व्यक्तत्वले दिएको योगदान विश्वको नजरबाट लुक्दैन र उ समाजको उपकारी व्यक्तित्वको रुपमा चिनिन्छ, तर उसैलाई थाहा हुन्छ कि यसबाट बढी हित उसको आफ्नै भएको छ । धेरै पटक हामी राम्रा छिमेकी बन्ने अवसरको फाइदा उठाउन्नौ । मद्दत दिने बानी बसाल्नु र राम्रो कार्यहरुमा भाग लिने कुरो जीवन प्रणालीको आवश्यक अ¨को रुपमा अ¨ाल्न श्रेयस्कर हुनेछ । यसमा कुनै शङगा छैन कि मानवताको सेवा नै जीवनको सर्वोत्कृष्ट कार्य हो ।
जेसीज आस्थाको अर्थ मैले यसरी व्याख्या गरेको छु । तर कार्यमा परिणति गर्नु नै यसको वास्तविक पूर्णता हुने छ । जेसीजमा सक्रिय भाग लिने उत्साहजनक कार्यमा विश्वका युवाहरु भेला हुँदा हामीलाई विश्वास हुन्छ कि पहिलेको भन्दा आउने भविष्यको संसार उनीहरुले राम्रो र सुन्दर बनाउँदै जाने छन् ।

Brownfield's Interpretation of the JCI Creed.
The year was 1946; the place, Milwaukee, Wisconsin, USA the event the United States Junior Chamber National Convention, Visitors came from Canada, Mexico, South America, Europe and the Philippine Island. It was here that the idea of a JCI Creed was born.
Past President of the Ohio Junior Chamber and National Vice President of the United States Junior Chamber C.William Brownfield realized that this convention that the organization did not have a Creed. He was inspired by the devotion of Junior Chamber Members ''to the purpose of serving mankind in a thousand different ways, right down at the grass roots where freedom lives or dies.
Brownfield saw Junior Chamber as '' the potential for a new force in the world, one capable of changing the balance between victory or defeat for our chosen way of life in a time of crisis.''
The actual writing of the Creed took place in July 1946 during a drive from Brownfield's hometown of Columbus, Ohio to his coal mine in New Lexington, a journey about 75minuts . He started that journey with a firm conviction in his mind to work on the Creed. It was during that trip that the following words came to mind and were put on paper;
The brotherhood of man transcends the sovereignty of nation.
Economic justice can be best be won by free men through free enterprise.
Government should be of laws rather than of men.
Earth's great treasure lies in human personality.
service to humanity is the best work of life.
In 1950 the first line, ''We believe that faith in God gives meaning and purpose to human life.'' was added.
Since it was written, Junior Chamber members all over the world recite the Creed at local, national and international meetings and functions. During that time there has been much discussion of the interpretational of the Creed. The author himself said, '' Every Member is free to interpret the Creed in the light of his own conscience."
The following interpretation is based on Brownfield's own views and what is commonly believed and understood to be the meaning of the Creed to the organization.
Everyone must believe in some ideal, principle or philosophy. To believe is to practice what is believed to be true.

''God" here does not refer to any specific religious God, but to a supreme omnipotence. It does not matter who or what your God is; the line is just saying that you must believe in something, Brownfield interpreted it in this way the Junior Chamber membership, drawn from many religious backgrounds, is united by a common bond of faith; that man lives by the will of (his, her) God, that God's will for man is good; and that the life worthwhile is lived in harmony with his eternal plan.
''……………That the brotherhood of man transcends the sovereignty of nations….."
This line breaks down all the boundaries that have been imagined by mankind. It simply means that all men and women are equal. It respects allegiance to one's country, but, at the same time, reinforces the idea that man is a citizen of the world/ Brownfield put it this way; "man-made boundaries have been drawn and redrawn, separation the human race into many nations. But across these un natural divisions there has been an intercourse in art, science, commerce and religion; evidence of man's universal brotherhood; proof that man himself, not his territorial division is of basic worth."
''……………That economic justice can best be won by free men through free enterprise…''
The operative words here are''…..can best be won..'' Junior Chamber members believe that man should be free to use his skills and abilities to the limit in improving his economy. Brownfield expressed it this way;'' Where economic improvement has been greatest, man has been free to follow his dream of making a personal fortune by doing something never done before, or by doing it better." he also said, ''….the system of self development through private enterprise could be adapted with variations to suit local conditions in many parts of the world.''
''…..That government should be of laws rather than of men…''
This tenet of the Creed simply means that no one should be above the law, and that the law should be the same for all people, no matter what status they hold in society . The government must be based on constitutional law, accepted and ratified by a majority of the people. The power to change laws and elect governments should remain in the hands of a majority of the people. Abraham Lincoin, the 16th President of the United States, spoken of a government "of the people, for the people, and by the people" This line of the Creed crystallizes what President Lincoin was talking about so many decades ago. Brownfield expressed the meaning this way; In a free society, the fundamental law is derived from the people, it is they who hold the final authority."

Every individual has a separate and unique personality. That is the main difference between humans and other creatures of the world. That uniqueness makes the human personality earth's greatest treasure. It cannot be duplicated nor can it be made. Brownfield's views on this line are; '' True treasure lies in the hearts of men. Cultivation of the human personality. It is not the quantity nor the length of life that gives it zest, but the quality of living, the achievement we make it terms of human progress.''
''…..And that service to humanity is the best work of life."
This final tenet of the Creed is the logical culmination of the preceding lines. A person who believes in the Creed will most definitely find service to humanity to be the best work of life. Note the word humanity. Brownfield's interpretation to this line of the Creed is. ''The life lived unselfishly grows richer, deeper and fuller. joy is more enduring and peace of mind, more certain. The world looks at the contribution such a life has made and marks the one who lived it as a benefactor of the race; yet he knows in truth the greater benefit has been his own."
No matter what a member's interpretation of the Creed may be, he or she should always practice what he or she believes. Many unsuccessful attempts have been made to change to Creed, but it has prevailed through the years and continues be as the covenant that holds the organization together. Many members have made the Creed their guide in life.
Brownfield aptly summarized his interpretation of the Creed when he said; "Only in the deed can the word become flesh."
It is said that every individual uses at least five different languages - mother tongue, specialist, local dialect, organization and non-verbal. There are specific terms and expressions that are unique to the Jaycees. The intent of this guide is to introduce some of these terms to readers which will help them gain a better understanding of the Jaycees terminology. The list is not exhaustive, and only serves as an introduction to the Jaycees language.
